Highly Recommended patches for Oracle 19.25 DB

We are trying to create a fresh gold home for Oracle DB 19.25 on RAC and incorporate the list of "Highly Recommended" patches to support GoldenGate from Doc ID 2193391.1 (Linux X86-64). However, it appears that at least half of the recommended patches are in conflict with each other (5 conflicts in 10 patches), and there appear to be no merge patches available:
