Importing Activities, Resouces and Labor Units

I'm trying import the following: Activities, Resouces and Budgeted Labor Units as one import. This process is not working for me. But can do this in a two-step process, but that is not efficient when you have 30K Activities that need resources and budgeted labor units.

Can this be done?
