Sourcing assignment set does not work for based on customer item combination

We have a requirement where for drop ship orders certain items need to be sourced from a different supplier and PO autocreated accordingly. I am trying to use the customer and customer site to map to different sourcing rule but it is not working . Can customer and site be used on the sourcing assignment for drop ship orders?
