EDI 865 - PO Change Ack not inserting record in OE_LINE_ACKS

We are in Process of enabling EDI 865 outbound for one customer but PO Change Ack not inserting record in OE_LINE_ACKS and OE_HEADER_ACKS.

Is there a way we can debug what is the issue or any setup is missing. OUT: Purchase Order Change Acknowledgement (865/ORDRSP) is enabled for TP code.
