Applying Holistic patch 37305292 fails while processing patch 37035947

The latest holistic patch for OEM has failed for me twice now. This is OEM 13.5, currently at RU 23, patching to RU 24. The RU applies successfully, as well as the required client upgrade to 19c. Log file really doesn't help much, here is the error message:
