Delivered way to Rehire POI person aside from creating an EMPL_RCD = 1 in Peoplesoft HCM

HR is rehiring a terminated POI as an Employee.
POI's cannot be rehired directly via Job Data page because the REHIRE row automatically still defaults to "POI".
PeopleSoft delivered process is to add an Employment Instance ("EMP"), which then means this partner would have an EMPL_RCD = 1.
Is there Delivered way to Rehire POI person aside from creating an EMPL_RCD = 1 ? Thank you!
