Make "Unit Price"/"Rate per Unit" Defaulted to 1 for Non-Catalog Requests?

For business process reasons we need to be able to default the "Unit Price" (for "Goods billed by quantity")/"Rate per Unit" (for "Services billed by quantity") on Non-Catalog Requests to 1, and prevent the users from updating it, as we need them to enter the total value of the Requisition in the Quantity field.

We have tried setting the Initial Value of the "Unit Price" and "Rate per Unit" fields to 1 by personalizing the Row Layout in the Non-Catalog Request page, but it seems to be ignored as the boxes remain empty and the user has to enter a value before being able to press "Add to Cart". I suspect it is something to do with the contents of the Non-Catalog Request page being dynamic depending on the Item Type selected ("Goods billed by quantity", "Services billed by quantity", "Goods or services billed by amount")?
