Error in hz_party_v2pub.create_organization API

I am encountering this error in the hz_party_v2pub.create_organization API. "value for created_by_module must be a value defined in lookup type HZ_CREATED_BY_MODULES." I have added the necessary lookup value in the lookup_type HZ_CREATED_BY_MODULES. But I am still encountering this error. We are in Oracle Apps r12.2.4.
