How to restrict a user to not use Jouranl Source setup

EBS R12 12.2.9

There is a requirement where a user who has given a custom General Ledger Manager responsibility but has to be restricted to not use Journal Source setup.

How the user using the responsibility can be restricted to not be able to use the Setup→ Journal Source. Please assist.
