How to set up PS to calculate percentage-based rate codes on JOB only on NAHRLY

We are on OCI, PT 8.59, full release 48 with tax updates through 50.

Looking for guidance on how to configure the system so that the percentage-based rates codes we use on JOB record calculate only against the NAHRLY rate and don't add other flat amount rates before the percentage calculation.

We have a group of employees with a union contract that provides them premium pays for specialized work assignments. We are paying these premiums on the JOB record by adding rate codes to the pay components. They have all been percentage based, and each rate code when applied calculates the % of pay increase against just the NAHRLY rate. When an employee has 2 or more of these percentage-based rate codes, they each are calculated against the NAHRLY rate so that they don't compound the percentage calculation.
