How can we allow all user access to Employee Self Service in E1?

Right now, only those employees with general log in access to E1 have access to make their own changes thru ESS. This is only a portion of confidential employees. We would like all employees to have access to things like New Hire Self Service, Personal Information Self Service, etc.

Wondering what other companies might use in order to make this happen or what solutions others have found?
