FND_CORPORATE_BRANDING_IMAGE PROFILE IS NOT EDITABLE

Good Day,
I was trying to change the FND_CORPORATE_BRANDING_IMAGE profile from site level to Application level. I removed "/OA_IMAGE/FNDSSCORP.gif" from site level and clicked apply. But i couldn't edit again to apply the changes in Application level.

The issue is i cannot edit the FND_CORPORATE_BRANDING_IMAGE to apply the changes in application level
