Restricting access to Succession plans

The client wants us to apply a restriction in the security access for succession plans, specifically concerning the plans of the organization's CEOs. Currently, if a candidate is identified as a successor in the plan of a particular CEO, the responsible HR Admin for that candidate has access to the plan, even if it is private. They can also determine whether the plan corresponds to a CEO or not. To avoid this situation, we need to remove this privilege from all HR admins, which is deemed impossible.
