Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Hi,

We need to submit a financing request for upcoming projects/PR/PO to let the budget team provide fund for it.

And we need to create it as a transaction prior the PR request.

So how we can do it via procurement module?
