Creating an alert to notify the buyer when a returned requisition is resubmitted:

Hi there, please send me steps on how to create an alert to notify when a returned requisition is resubmitted and when it is approved.

Is this possible in R12? Finding alot of comments online about AlertsComposer when I need steps for Alerts Manager and the SQL therein…thanks.
