Patching Exadata X10M KVM clusters to 23.1.21 from 23.1.20 error: require Patch 36114443

Clusters are running GI 19.21, prechecks on clusters fail with ERROR: Updates to kernel 5.4.17-2136.327.1 require patch 36114443. Trying to patch Exadata from 23.1.20 >23.1.21.

Patch is only available to download from 19.22 or 21.x

Documentation mentions this patch is required if GI is 19.15 - 19.22 when updating to 24.1 (we are going to 23.1.21 not 24.1).

I cannot download the patch for GI 19.21, do we need to update GI in order to patch to Exadata version 23.1.21?
