my customer have one way audio issue after resume call on hold

external caller call webex number (sip provider - sbc - webex), the webex user put the call on hold, then after resume the call he doesn't hear the caller. the caller can hear the called

for Oracle support, it seems that sbc use the bad key to send SRTP to webex after resume the call on hold, because sip provider doesn't meet RFC 3264 (chapter8.2)

SBC sends an invite to sip provider with

m=image 0 udptl t38

and sip provider sends 200ok with

m=image 51064 udptl t38

if we can use an HMR to force
