OeBS 11i core concurrent processing question

Dears, please help with the following serious trouble. We have very old but good-working Oracle eBS 11.5.10.2 (ATG.PF_H.RUP5) instance and a few days ago database file system space insufficience had a place and the OeBS stopped. It was just before state holiday which lasts 3 days; after holiday was over we discovered space insufficience and the disk space was added and database 10g with OeBS apps tier run successfully. But multiple user's concurrents were not started automatically as usual after the system restart in spite of the fact that ICM was UP (adcmctl.sh status). We resubmitted all of user's
