While Creating a Fluid Expense Report User is Kicked out & Taken to the My Expense Reports Page

PeopleTools: 8.60.10

We are experiencing issues when creating a fluid expense report, the user is randomly kicked out and taken to the My Expense Reports page. The issue is inconsistent and doesn't always occur using the same steps. Since it's not consistent it makes it difficult to get a trace.

Has anyone else experienced this? I've been trying to search on my oracle support but haven't found anything similar reported.
