How to compare two fields in Quality collection plan record at WIP Completion Transaction

Oracle EBS version 12.2.8

At WIP completion transaction, user is required to enter quality collection plan. We need to compare two fields to make sure they match.

Please help to see if there is a way to validate the collection plan record at completion transaction. Below image is the personalization we tried, but it didn't run since there is no a trigger event. See below images.

We are trying to compare 'User Enters This Key' with 'Secret Key First Plan', to make sure they match.
