Can Inventory interop be used to convert non-lot stock to lot-controlled stock?

Trying to implement lot control and the idea is a mass update of our existing inventory balances to lot control by transferring all location detail balances to the same location but adding a hard-coded lot number. Tried using the EDI 852 process (Product activity) but didn't work unless I first created a lot master for the item-lot# combination manually. We don't want to have to create a lot master manually and there doesn't seem to be an interoperability process for lot masters. So it seems the question is whether EDI 852 process would create a new lot master automatically or
