Patching WL 12.2.1.3.0 with bug 27999765

I've a problem with WL 12.2.1.3.0 when it has to release connections, so, I'm trying to install patch 27999765 (MDS-SOA DATASOURCE CONNECTIONS NOT GETTING RELEASED) in a Test Environment, but OPatch show the warning:

"Verifying environment and performing prerequisite checks...
Skip patch 27999765 from list of patches to apply: This patch is not needed."

This patch is not installed in Test Env neither in Prod Env, so I dont understand why this message is shown.

Could anyone give me a hand?
