Why no documentation being released if new features released in a PUM explaining Functionality?

Oracle PeopleSoft released a new Functionality(PUM upgrade users)/Enhanced create and maintain absences pages in Absence Fluid Self-Service to display Absence Processing details Bug number 35104446. Another bug 34762120. We would like to get documentation of these features.
