Email Notification Issue for Participants in Route for Approval Event in Transaction Configuration

We have recently implemented the Supplier Contract Module in PeopleSoft, and I am encountering an issue in the Transaction Configuration Page. Only the first listed participant (Approver) receives the email notification when I add multiple participants under the Events-Notification section. The subsequent participant (Requestor/User List) receives no notification. Additionally, when multiple approvers exist, the system only sends the notification to the first approver and not to the others.

We would appreciate clarification on why this is happening and whether there is a reason the system only sends notifications to the first participant, even though multiple participants have been configured. If Oracle provides the functionality to include multiple participants, it would be helpful to understand why the system is not processing the remaining participants correctly.
