2025 Federal Withholding Tax Changes (Tax Update 24-D and Patch 37316322 )

Our Payroll user keep telling us that the 2025 Federal withholding tax changes are not applied in the environment where we are testing Tax Update 24D. We have applied Patch 37316322 . Payroll user keeps saying the new federal withholding are not there when doing calculations even we have checked the PS_STATE_TAX_TBL WHERE STATE='$U' and we see the 01/01/2025 effective date.

Can somebody help us? How we can verify the Federal withholding are there and correct?
