Challenges with Min/Max fee for SSAF fee in Australia

In Australia, we have a fee called Student Services and Amenities Fees(SSAF) that we can charge students for the services they receive from the university, and it has a cap amount for each calendar year. For example, for calendar year 2025, the maximum amount that we can charge a student towards SSAF is 365 AUD.

Our university term structure is as shown below:

TP1 to TP8 are the sessions within semester. regular sessions are standard sessions within those terms. Teaching Periods (TP) are shorter sessions to accommodate small course periods.

As shown above, Summer semester spans 2 calendar years even though the
