Why Does SBC Sometimes Send Two INVITE Requests to SRS?

I encountered a situation that I don't understand. I have two devices:

When device A initiates a call, the SBC sends an INVITE to the SRS, which is as expected.

However, when device B initiates a call, the SBC sends two INVITEs to the SRS. Does anyone know why this happens?

Both A and B use the same SBC and follow the same route.
Device A is a Samsung S23, and device B is a Samsung A8+.
