How to display item list of values in the Material Transaction window

Hi All,

In Material Transaction window (Work in Process > Material Transactions > WIP Material Transactions) , I selected Job and Transaction type is WIP Issue, then I click "Continue" button but the window name shows an error "Cannot read value for profile option FND_DEVELOPER_MODE in routine &ROUTINE.". Item list of values also empty

Please help me know reason,
