SRA deduction taken from earnings code when it shouldn't be

We have an earnings code that is used when an employee is reimbursed for tuition payments. This earnings code is only attached to one special accumulator (GRS). We had an employee who was reimbursed for tuition using this earnings code with a recent payroll and this additional earnings were added into special accumulators that are not listed with that earnings code and as a result, their supplemental retirement deduction was increased because this reimbursement was part of the special accumulator that the retirement deduction uses to determine what amount of a paycheck is eligible.

Trying to understand why the system would do that when the special accumulator code is not attached with that earnings code. We were on tools 8.59.23, HCM 9.2, pum 42 and through tax patch 24-B.
