i have error during install forms and reports 12c

Problem: This Oracle software was not certified on the current operating system at the time it was made generally available. It may have been certified following general availability.

Recommendation: Check the Supported System Configurations Guide (http://www.oracle.com/technetwork/middleware/ias/downloads/fusion-certification-100350.html) for further details. If your operating system is certified and no other prerequisite checks have failed, press "Next" if you wish to continue.

Expected result: One of Windows 7, Windows Server 2012, Windows Server 2012 R2, Windows 8.1, Windows 10, Windows Server 2016, Windows Server 2019 Standard
Actual result: Windows Server 2019 Datacenter happen again and i hade apply the patch during install infrastructure web logic and when i ignored installation doesn't complete
