Requisition Number for a PO line

Database 19c (19.18.0.0.0)

Following is the screenshot of 2 different PO lines of 2 different PO numbers. I want to get PR number of each PO line. When I query data, I find REQ_HEADER_REFERENCE_NUM but for another PO line it is blank but for that PO line REQ_DISTRIBUTION_ID is available.

What is the reason for this data difference? Both lines are CLOSED and fully received and billed. What is the correct way to get PR number for any PO line?
