19c RU version 24 for Windows - obsoleted ?

I'm going to the download page of patch 19c R24 for Windows (x64) with the idea that I need to get RU 25,

so I expect this patch ( 36521936 ) to state it is superseded, and by why number that is.

But it doesn't state anything about that.

Does this mean this is the latest RU, for that platform. I know RU 25 is out, and RU 26 will be out very soon as well.
