How to I grant a user full access to the User Management responsibility

Using Oracle EBS version R12 - I am trying to gain access to the full set of functions under the 'User Management' responsibility.

When I given access to this responsibility I am only granted the sub function 'Responsibility' rather the full list of functions as displayed in the attached screenshot.

Can someone please inform me how to gain full access to this function?
