How can I reverse encumbered lines from a Travel Authorization?

PeopleSoft 9.2 PUM 47

We have a Travel Authorization that has been partially associated to a paid Expense Report. The user wants to release the encumbrance of the unused approved Travel Authorization lines. The Travel Authorization is in a closed status.
