Error when attempting to patch Forms and Reports with WebLogic 12.2.1.4 and Oracle Database 19c PE. Not sure if there is a fix patch to address issues with the use of patch 37033394.

UtilSession failed: Patch 36747799 requires component(s) that are not installed in OracleHome. Or don't have required patch level. These not-installed components are oracle.rdbms.rsf:19.0.0.0.0:patchlevel"
