SQL Developer - no listener

Simple question: can I use SQL Developer without a database listener ?

My setup : Windows 10, Oracle 19c database

Just like I can connect to the datase with SQLPLUS, directly to the database, any container or database, no listener configured or running.

Now I installed SQL Developer (24.3) on that same machine, trying to connect to the database without any listener running. I have a potential of 1 listeners per database configured/running, no other listener or similar service is running either. (There are multiple databases though)
