Running Opatch (12.2.0.1.44) against a recent version of 19c database, running it with options:

prereq CheckConflictAgainstOHWithDetail

to run a prereq check for this patch on this database.

Now, the patch itself is already applied (it's an RU patch), and I know that if I run the "apply" phase, it will tell me that.

But my question is : shouldn't the "prereq" function tell me that as well ? It now runs as if the system is OK and ready to be patched. Exactly the same output as if the patch was not applied already but when the system is also ready for patching.
