BI Publisher - Footer appears at top of page

We have an issue that started mid-last year and we have not been able to find the cause. A previously working RTF template will be modified by an employee. The template will have a footer created by Word - not with tags. The footer used to print correctly at the bottom of the page. Now it is printing at the top of the page. I can take the broken document, copy and paste all content into a new Word document and the footer behaves normally. In reviewing the Show
