Error saving PO line: The tax rate or the tax recovery rate is no longer effective for this shipment

Hello,

After updating a PO Distribution line >Save, user gets the following error:
"The tax rate or the tax recovery rate is no longer effective for this shipment"

This happens in the Buyer Work Center. We are able to make the update if we go to EBS forms.

I already have seen a Patch (Doc ID 2894861.1), but was hoping not having to go that route.

Any suggestions as to how/if we can address this error?
