while installing OEM13C it gets stuck at 54% and it been there for hours, has anyone encounter this?

I have executed the gather stats and unlock sysman schema procedures, but it is still hanging at 54% with updates (INFO: oracle.sysman.top.oms:Still Running..) for couple hours now
