Agent triggering on Document generation

in Oracle Transportation Management (MOSC) Question

I have a requirement to send a document when it is generated and to a different group when the signed document is attached to the shipment.

In testing OTM 6.5.3 I see document events being raised but agents don't trigger on them. Instead they trigger on Shipment Modification events.

Is this a configuration issue?

I have agent logging and workflow setup in my test instance and can provide an example if needed.
