Installing 9.1 deployment server on windows server 2016

What is best way to install 9.1 deployment server to 2016 -

Target is to upgrade to Tools 9246 with E910.

Downloaded the 9.1 deployment server binaries, however Local OEE failing to install.

Believe this wont work.

New apprach would be -

-Use the 9.2 binaries and install 12 C LocalOEE

-Install 32 bit DB 12 client

-Install 910 pathcode

Is there any different way of doing it?
