Does granting class permissions to a student on the waitlist override reserve capacities?

We have a scenario where a student waitlisted a class that has reserve capacities on the section. The student was granted student specific permissions to enroll in the class.

The waitlist process does not recognize that he's been given permission to enroll in the class and the error message from the waitlist process says "Available seats are subject to reserve capacity requirements"

Does granting permissions to a class after a student is waitlisted grant them permissions to override the reserve capacities on the section or should the drop the waitlist and enroll again?
