Anyone else having issues uploading local PHILA tax file over missing working weeks?

Tax Update 24D

Running into an issue with the local Tax PHILA file when uploading to state website. It's indicating that each has a non numeric value for Working Weeks. When I open up the SQR I see that there is no specific logic to fill in this value? Is anyone else having an issue uploading this local file?
