iExpense Report, is it possible to set up or configure visibility permissions for scenarios where one user is acting on behalf of another.

Example Scenario:

User 2101105 (who has Access Authorization " P1900614") creates an Expense Report (IE505046) on behalf of User P1900614. User 2101105 saves the report but does not submit it.

When User 1900614 login (who has Access Authorization " P1900614") logs into the system and can see IE505046.

Actually, User 1900614 should not see this IE number
