srvctl config command does not display all the disk groups after DB bounce

I created a new RAC database with ASM disks on existing RAC hosts containing multiple other database.

The database config shows both DATA,FRA in Diskgroup while checking the srvctl config command.

However, if i restart the database and then check the config , it shows only DATA.

Attached is the details.

However, for other existing databases it has no issues.
