Oracle Restart (19c) not starting automatically after server reboot

Hi,

I installed Oracle GI for a Stand Alone Server (Oracle Restart) [19c] on RHEL 9.x

Installation went through well.

I rebooted the Server and noted that the Oracle HAS is not starting automatically when I reboot the server.

I checked the config and it is configured to auto start.

# crsctl config has
CRS-4622: Oracle High Availability Services autostart is enabled.

I had to manually start the HAS using

# crsctl start has

I checked and see ora.diskmon is OFFLINE for TARGET and STATE.

Does anyone experienced this issue before?
