Why is US payroll skip fast formulas invalid after HCM RUP 18 patch?

We recently noticed that payroll skip fast formulas are invalid after HCM RUP 18 and EOY Phase 2 and Phase 2 patches. Bulk compile is not working. We need to go to each fast formula and update some dummy record to compile them. Does anybody encounter this issue in 2024?
