PUM 32 Fluid Faculty Center Security Setup for Class Permissions and Attendance

I am on pum 33, trying to set up securities for the pum 32 new fluid faculty center, primarily to use the new attendance roster/ class permissions features. I have set up navigation collections and have tested with a few professors, but every time the test instructor tries to select the attendance roster, it says 'not authorized', no matter how I set up the faculty fluid page in 'set up SACR' for this new feature.
