Error while fetching rows using BICC

I Checked the tables. The VALUE_ID is present in FND_VS_VALUES_B, FND_VS_VALUES_TL of Financial module. But the output of VALUE_ID is VALUE_SET_ID. That is not present in FND_VS_VALUE_SETS particularly from the id's of 166 rows that are missing. Why there is no data in the FND_VS_VALUE_SETS while it is present in FND_VS_VALUES_B, FND_VS_VALUES_TL. Those are particularly from data source "crm/fod/db/data/ValueSetSD.xml".
